I know of plenty of businesses who have been hiring temps on expired papers without asking. A sin of omission both parties have been happy to partake in.
This is a symptom of a very expensive and infantilizing welfare state and the demographics to prop it up.
Quite frankly, we can't afford all the promised entitlements to the boomers unless we bring in immigrants to fix our demographics to support such a welfare state.
Canada in the 2020s quite frankly isn't the most sought after country to immigrate to for those from the developed world. It's high cost and low wage by peer country standards, it doesn't have a dynamic and ambitious culture (and proud of it) and the climate is what it is.
So they brought in those who were desperate to get out of their country. Moti is even on record encouraging this, as is Putin.
So you have a high trust culture such as Canada, some say naively high trust, now accepting millions from lower trust cultures. It was bound to end in tear for the short to medium term. We hope that over time newcomers are "Canadianized."
